Over a beer after a sprint retro, Tom asks Jay what he made of a junior engineer who complained loudly at the PM in front of the whole team. Jay thinks the complaint had substance but the delivery was out of line, and he wants to say both.
Why this conversation
Mouth off means to talk loudly, rudely, or back-talk, usually at someone with more authority (mouth off at the boss) or about something (mouth off about the new policy). It is informal and disapproving: the speaker thinks the talking was out of line. It is NOT "speak up" — raising a fair concern in a meeting is speaking up; mouthing off implies rudeness and no filter. Jay can use it about a third person, or about himself with a grin.
Dialogue
Tom: Did you catch Dan in the retro? He went after the PM in front of everyone.
Jay: I did. He had a point about the scope creep, but mouthing off at Sam in a room of twelve people was the wrong way to make it.
Tom: "Mouthing off" — so that means more than just complaining?
Jay: Yeah. It's complaining loudly and rudely, usually at someone above you. If he'd raised it one-on-one, that's speaking up. Shouting across the table is mouthing off.
Tom: Fair. I'll have a quiet word with him tomorrow.
Jay: Good. And I'll tell Sam the point itself was valid, so it doesn't get lost with the delivery.

mouth off (at/about something) — 큰소리로 투덜대다, 대들 듯이 떠들다
**Mouth off**는 큰소리로 무례하게 떠들거나 말대꾸하는 것으로, 보통 윗사람에게(mouth off at the boss) 또는 어떤 일에 대해(mouth off about the new policy) 쓴다. "speak up"이 아니다.
Tom:
"He had a point about the scope creep, but mouthing off at Sam … was the wrong way to make it" — 주장은 인정하고 방식만 비판하면 험담이 아니라 평가가 된다.
"If he'd raised it one-on-one, that's speaking up. Shouting across the table is mouthing off."
