Why this conversation
Rack your brain means to think as hard as you can, with an image of strain, even torture, behind it; "wrack" is an accepted variant. It reports effort, so it pairs naturally with what the effort was for: trying to figure out (work out the answer to) plus a question word + to-infinitive, "what kind of business to start", "where to go", "how to use it". Together the sentence says how hard you thought and what you were trying to decide. It does not say you succeeded; "I racked my brain" often introduces "and still came up with nothing".
