Why this conversation
It doesn't devolve upon us to settle it says the duty has not passed to us. Devolve upon or on somebody is formal and slightly legal — the language of charters, contracts and wills. In politics devolve means to hand power down to a region, a different sense with the same verb. In an actual meeting Jay would soften it to "that isn't our call", and keep the formal version for what he writes afterwards.

왜 이 대화인가
**It doesn't devolve upon us to settle it**은 그 의무가 우리에게 넘어오지 않았다는 뜻이다. devolve upon[on] somebody는 격식체이고 살짝 법률 냄새가 난다. 헌장, 계약서, 유언장의 말투다. 정치에서 devolve는 권한을 지방으로 이양한다는 다른 뜻으로 쓰인다. 실제 회의에서는 "that isn't our call" 정도로 낮춰 말하고, 격식체는 회의록 같은 글에 남기는 편이 자연스럽다.
