Why this conversation
Be held to account means to be made to explain and answer for what you did, usually by a regulator, a court or the public. The fixed shape is "hold X to account" in the active voice and "X must be held to account" in the passive, which is how news and policy English almost always prints it. It is not the same as "be held accountable for" a specific outcome; "to account" is about facing the questions, and the preposition is "to", never "for".

Ken: They'll pay the fine out of petty cash and nothing changes.
Jay: Probably. But companies must be held to account, and a fine isn't the whole of it — someone has to answer the questions in public.

왜 이 대화인가
**Be held to account**은 자기가 한 일을 설명하고 책임을 지도록 만든다는 뜻으로, 보통 규제 기관이나 법원, 여론이 그 주체다. 능동형은 "hold X to account", 수동형은 "X must be held to account"라는 고정 형태이고, 뉴스와 정책 영어는 거의 이 꼴로 쓴다. 특정 결과에 책임진다는 "be held accountable for"와는 결이 다르다. "to account"은 질문 앞에 서는 것이고, 전치사는 for가 아니라 to다.
