Why this conversation
To flail your arms is to wave them wildly and without control — panic or desperation, not a calm signal. Adding "at him" aims the movement at a person, and the sentence usually ends in failure, as here: "but it doesn't help." Note the contrast with "wave to someone", which is friendly and controlled. Flailing is also what a weak swimmer does.
