Why this conversation
A wedge issue is a question raised on purpose to split the other side's supporters from one another; the wedge is driven into their coalition. The words are neutral to use but loaded to apply: calling something a wedge issue accuses the speaker of choosing the topic for the split it causes, not for the policy. It is not simply "a controversial topic".
