Why this conversation
Go to the dumps means to decline badly: a place, a business, or a standard that used to be fine is now in poor shape. The present perfect ("has gone") carries the change over time. It is not literal; nobody drove to a rubbish tip. The far more common modern phrase is go downhill ("This neighbourhood has really gone downhill"), so treat "gone to the dumps" as something you will hear more than say.
