Why this conversation
Foreign born means born in another country, while of foreign descent means born here to a family from elsewhere — the sentence pairs them because they cover two different generations. Note the verb: "more than half of … population are", plural, because the writer is counting people, not treating the population as one block. "Descent" is ancestry, not the opposite of ascent, and it always takes "of".
