Why this conversation
Up in arms began literally — villagers with weapons in hand — and now almost always means loudly angry and protesting, as in "my father was up in arms about his tax bill". The modern sense needs a group and takes "about" or "over" for the cause. It is stronger than annoyed: people are making noise.
