Why
Regulators rarely say out loud that market share is at stake, and few industry speakers get to make that case directly to both the CFTC and the SEC in one room. What makes the point worth logging is the mechanism, not the sentiment: Nazarov is not arguing tokenization is good policy, he is arguing that value and market infrastructure co-locate, so wherever assets settle, derivatives, liquidity and the exchanges that price them follow. From conflict to one shared rulebook
CFTC and SEC held a joint "Regulatory Harmonization" roundtable in 2025 — the public record puts one on September 29, 2025 — the kind of session Nazarov references when he welcomes an end to "dozens of contradictory rules" (00:11–00:29). Chainlink's standing to comment comes from its infrastructure position: it supplies oracles and cross-chain infrastructure to most DeFi protocols and thousands of dApps (00:40–01:10), so it sees both sides of the regulatory gap — founders who stayed in the US through the uncertainty (he names Hayden Adams of Uniswap and Kain Warwick of Synthetix) and, by his account, thousands who left or shut down rather than build under unclear rules (00:48–01:19). That "thousands" figure is his claim, not a cited count.
Value moves, markets follow
The core mechanism, in his words: "derivatives and markets form around where assets live" (01:42–01:51). Today that is mostly US equities and US-listed instruments, which is why the US holds close to 60% of global equity market value and liquidity (01:58–02:19). If ownership records, settlement and trading move on-chain globally, the infrastructure that forms around that new location — clearing, derivatives, price discovery — has no structural reason to stay anchored to the US unless the US builds it first.
Two structural advantages, if the US builds them
- Collateral management. Legacy clearing and settlement runs on a sub-24/5 cycle; on-chain collateral is transparent and updates in real time, 24/7, which the talk credits with shrinking counterparty risk, because a lender or counterparty is not waiting until the next business cycle to see whether collateral has moved (02:32–02:46).
- Cryptographic defense. Private-key cryptography, smart contracts and decentralized oracles are framed as a more resilient security model against AI-scale cyberattack and market manipulation than legacy financial infrastructure (02:54–03:16). This is the part of the talk to read skeptically: it is a claim about relative security, and the counter-evidence is oracle and bridge exploits (Ronin, Wormhole, Nomad) that hit exactly this stack — Chainlink itself is a trust dependency in the system it is defending.
